Morning Peak Reservation Scheme Incorporating Noncompliance Behaviors: Modeling and Analysis

Abstract

This study proposes a morning peak reservation scheme to alleviate congestion at the bottleneck, and the noncompliance behavior that commuters fail to depart according to their booked time windows caused by unexpected work rescheduling is incorporated into the reservation system. Throughout the reservation policy implementation cycle, daily commuters are required to use reservation rights to book their departure time slots for the next day in advance. From the perspective of administration, optimal reservation time window division during the morning peak and the initial reservation rights distribution is determined by formulating and solving two mathematical programming problems. For commuters, their noncompliance behavior caused by work rescheduling and its characteristics are modeled and embedded into the reservation system, and the optimal departure time redecision rule is established, based on the principle of individual rationality. The departure and arrival patterns of the bottleneck under the reservation scheme, considering noncompliance behavior, are then derived. The efficiency of the system is examined by conducting sensitivity analysis regarding total travel cost and average travel costs of two types of commuter in each reservation time period. The results indicate that noncompliance behaviors lead to more severe congestion but reduce the total travel cost due to the shift in the preferred arrival time of a proportion of commuters.
