Flexible reservation scheme for urban transportation network management in a multimodal context

Abstract

We propose a flexible reservation scheme in a multimodal context to manage the urban transportation network, explicitly accounting for noncompliance of commuters (cancellation and no show). Under this framework, a multimodal transportation system is modeled with two distinct lanes: one designated for private car (PC) travel and the other for public transit (PT) travel. Commuters who utilize PC capacity should reserve and submit the bid price for all time intervals in advance, and the PC travel rights are allocated to maximize the total social welfare. Payments of commuters are determined according to the VCG payment rule. Considering the cancellation of commuters, we introduce a reallocation mechanism to mitigate the adverse effects of their noncompliance. A penalty mechanism is incorporated, which guarantees the individual rationality and incentive compatibility of the scheme, while encouraging the timely disclosure of noncompliant commuters and thereby achieving a Pareto improvement at the system level. Numerical analyses indicate that noncompliance leads to more severe underutilization of PC capacity, particularly in earlier time intervals. The introduction of reallocation alleviates the adverse effects of noncompliance by up to 25%. As the proportion of PC capacity increases, the average system cost and travel cost of PT commuters further decrease, while the total revenue exhibits a trend of increasing first and then decreasing.
