Reservation scheme for congestion management during morning commute: Considering noncompliance

Abstract
We design a reservation scheme to alleviate traffic congestion during the morning commute. This scheme involves time interval division and the initial reservation quota distribution. Under the implementation of the reservation scheme, commuters are required to book their departure time interval for the next day in advance. We conceptualize and characterize the noncompliance within the framework of the reservation scheme. In light of noncompliance induced by work rescheduling, we define and derive the departure time equilibrium, the rescheduling equilibrium, and the long-term equilibrium. The achievement of different types of rescheduling equilibria under general time interval divisions and the varying probability of work rescheduling is clarified. Upon the rescheduling equilibrium, we introduce the determination of the optimal time interval division that minimizes the system cost when accounting for the probability of work rescheduling, and the long-term equilibrium conditions are provided. The cumulative departure and arrival patterns are illustrated for various types of rescheduling equilibria. The system cost, the total travel time cost, and the total schedule delay cost are examined and compared to those in the laissez-faire case. In most circumstances, the reservation scheme can improve the system cost and the total travel time cost.
